Sustainable Management of Water Resources in Rural Areas in Uzbekistan: Technical Capacity Building (Component 2)

Project summary:

The project is designed to strengthen technical capacities of water management organisations at basin, water user associations and farm levels, and institutions responsible for providing trainings. It contributes to the achievement of goals of the Action Strategy for further Development of Uzbekistan in 2017-2021, which promotes the introduction of intensive methods to agricultural production, primarily modern water and resource-saving agriculture technologies. It also contributes to the achievement of Goal 6 of the 2030 Agenda for Sustainable Development to ensure sustainable water management and sanitation for all. This can be done by promoting integrated water resources management at all levels and supporting the participation of local communities in improving effective water management.

Expected results:

  • Water supply to 13 000 ha of irrigated land was improved, which led to a reduction in water losses of 30 -50% due to repair and reconstruction work of water canals and gates in six pilot regions of the country.
  • 9500 people were supplied with pure and safe water as a result of construction of water supply system in rural pilot areas for population and social buildings, particularly for kindergarten, schools and local family polyclinic.
  • 3718 water specialists obtained new knowledge and improved their practical skills in water management, hydrometry and metrology, large structures and water reservoirs, irrigation and melioration, water pumping and energy saving that will ensure effective and sustainable water management.
  • The National system for calibration of water measuring instruments Established as a result of equipping the Research Institute of irrigation and water problems with a comparator unit.
  • The potential of TIIAME, Scientific Research Institute of Irrigation and Water Problems and the Karshi Engineering and Economic Institute is being strengthened by creating a training site for students to learn about water-saving technologies by creating a lysimetric complex and equipping them with the necessary laboratory instruments and equipment.
  • Two BISAs were equipped with innovative excavators for improving canals’ water bandwidth.
  • 6 BISAs, TIIAME and Research Institute of irrigation and water problems equipped with modern digital levels and Doppler-profylographs.
  • Drip irrigation systems were installed in 35 household plots and 1 farm in 6 pilot regions of the project.
  • 14 international standards for metrology and standardization were approved by UzStandard and implemented in Uzbekistan.
  • The material and technical base of 1 Basin Irrigation System Authority (BISA), 1 Irrigation System Authority (ISA) and 7 Water Users Associations (WUA) is enhanced through equipping them with transport means (7 moto-transports and 35 bicycles) and with portable water measuring devices; their office premises are renovated and equipped with new furniture and office equipment; 9 canals belonging to 7 WUAs and 2 ISAs are reconstructed and water gates are renovated.
  • National Unified Capacity Building Program, including 8 training modules for water professionals developed.
  • A monitoring system for the reclamation condition of irrigated lands created.
  • A unified energy supply system for pumping stations on the Daryalik-Arna canal have been created, which will enable to compensate for reactive power and save 170,000 kWh of active power per year.
  • Scientific capacity has enhanced of TIIAME and Research Institute of irrigation and water problems by equipping with modern laboratory equipment.
