Project Summary:

There are a number of current priorities regarding Uzbekistan's civil service. One priority is the development of an effective and professional civil service through enhancing the capacities and skills of management staff in public institutions. Organizing their continuous training has also played a critical role in the overall modernization of public administration, as has the implementation of administrative, economic and social reforms. Overall, the improvement of the unified national system of civil service is one focus area of the national United Nations Development Assistance Framework (UNDAF) for 2016-2020.

'Support to Civil Service Training in Uzbekistan' is a joint project conducted by the Academy of Public Administration under the President of the Republic of Uzbekistan and the United Nations Development Programme (UNDP), and is a part of wider UNDP support to ensuring democratic, inclusive and efficient governance and merit-based civil service in Uzbekistan. The project's ultimate goal is to enhance the institutional mechanisms for the continuous training of future government leaders and civil servants in Uzbekistan's public sector. The project provides assistance and support in further strengthening the institutional and training capacities of the Academy, by organizing various capacity development programmes, improving existing curricula in accordance with international standards and best practices, promoting learning from other foreign reputable institutions, and facilitating research on public administration and civil service reform agenda.

Expected Results:

Academy students are equipped with best international practices and improved knowledge of public sector management;

Increased capacity of Academy students to elaborate and promote practical recommendations on improving public administration and implementing solutions in economic and social sectors;

Further improvement of existing curricula and teaching quality;

Educational courses are revised, according to international standards, with the assistance of visiting scholars/professors;

Improvement of the skills and knowledge of Academy’s faculty staff members through advanced trainings on new ways and methods of teaching public administration issues;

Improvement of the Academy’s research capacity. Publication of analytical papers, textbooks, manual and handbooks on public administration, civil service reform, and research on the merit-based recruitment of civil servants at government agencies;

Facilitate high-quality lectures by visiting professors on governance issues and public sector management for the Academy’s students and faculty staff, and the assessment of existing educational programme and curricula;

Organization of events (Joint conference, workshops and round-table discussions) aimed at sharing experiences of modernization in the public sector, human resource management in public institutions, improving the professionalism of civil servants, and increasing the efficiency of public administration;

Support to strengthening and expanding the Academy's international cooperation with other leading public administration institutions, and promoting exchange programs;

Access to international academic databases, including JSTOR, OECD Library, ProQuest, Wiley Online Library and others, for students and faculty.
