The policy brief contains an analysis of the current state and a way forward to develop the open data concept as part of e-governance reform in Uzbekistan. It identifies key challenges and issues constraining the development of open data in the country, and determines legal, organizational, technical, awareness-raising and other measures to overcome them. The brief, in particular, proposes to enhance the regulatory framework for access to information held by public authorities at various levels, disclosing by default the most popular data sets, introducing open data monitoring system, measures on further promoting an open data ecosystem and other activities.
