How to apply Agile in building digital services: the case of UK

Manual on Agile approach to creating digital services: the case of UK was developed within the framework of the joint MITC and UNDP project “E-Government Promotion for Improved Public Service Delivery”. It is a compendium of materials published by the UK Government Digital Service on https://www.gov.uk/service-manual.

The manual describes Agile framework of developing digital services, which is totally different from traditional approaches to building information systems, such as waterfall methodology. Agile is a set of values and principles for software development under which requirements and solutions evolve through the collaborative effort of self-organizing cross-functional teams.

The manual emphasizes the importance of user research, principles of designing and building digital services, and illustrates digital services assessment framework adopted in UK. The document is composed as a set of recommendations and instructions. The target audience of the manual includes managers and specialists of government agencies engaged in transforming public services, business analysts, independent experts, academia and other groups interested in e-governance.
