UNDP and the UN

UNDP and other UN agencies present in Uzbekistan are working to assist the government in overcoming a number of national development challenges. As part of the UN Country Team (UNCT, which currently includes 11 UN agencies), UNDP is helping to achieve this objective by reaching a number of development results outlined within the United Nations Development Assistance Framework (UNDAF) for 2016-2020.

The United Nations Development Assistance Framework (UNDAF)

The UNDAF is a common strategic plan utilised by the United Nations in Uzbekistan and developed as a result of a consultative process undertaken to determine how the UN can most effectively respond to Uzbekistan’s national priorities and needs.

The UNDAF outlines the UN strategy in Uzbekistan, detailing how UN agencies can work together in a collaborative way to support the national development priorities. The UNDAF outlines the mandates of each agency in a focused and targeted manner. Almost all UNDAF outcomes are shared between two or more agencies, thereby ensuring cooperation while minimising duplication of efforts. UNDAF Theme Groups have been established in order to coordinate the operations of UN agencies in Uzbekistan.

UNDP has contributed to achieving the UNDAF results by chairing Livelihoods, governance, and environment theme groups and contributing to other theme groups. UNDP is also a member of the Operations Management Team that assists the UNCT in operations services, and also offers administrative services for all non-resident UN agencies operating in Uzbekistan.

UN Agencies’ Cooperation

The UN Resident Coordinator System integrates and promotes the mainstreaming of human rights and gender concerns into UN programming within four UNDAF outcomes. The UN system also supports national partners in the implementation of programmes aimed at SDGs achievement, as well as monitoring of SDGs localisation progress in the country. United Nations Agencies in Uzbekistan

  • UNFPA – UNFPA has worked in Uzbekistan since 1993, operating in close cooperation with its national partners.  UNFPA support focuses on achieving universal access to sexual and reproductive health (including family planning), promoting reproductive rights and reducing maternal mortality.  UNFPA also focuses on improving the lives of youths and women by advocating for gender equality.
  • UNICEF – UNICEF is supporting the Government of Uzbekistan in meeting its obligations in terms of the rights of children and women to live, grow up and develop in a nurturing, caring and protective environment. The UNICEF Country Programme is also geared towards the achievement of the Millennium Development Goals (MDGs) regarding the improvement of nutrition, education, gender equality and maternal health, and the reduction of child mortality, HIV/AIDS and child poverty.
  • UNODC – The UNODC Regional Office for Central Asia (ROCA) assists five Central Asian states in reducing the use and trade of illicit drugs, in fighting organised crime, and in preventing terrorism and prosecuting terrorists. Since 1993 UNODC has helped develop Uzbekistan by addressing issues that affect the security, safety and health of its population, particularly its young people. Development is unsustainable unless the issues of drug trafficking and abuse, organised crime, corruption and terrorism are effectively addressed.
  • UNV – The United Nations Volunteers office in Uzbekistan works to coordinate and enhance the work of youth volunteers in Uzbekistan, within a wide range of fields and areas of development. The agency has been instrumental in a number of national initiatives, including the mitigation of the impacts of the Aral Sea disaster.
  • UNESCO - The main mission of the UNESCO Tashkent Office is to represent the Secretariat in the country. The organisation ensures that education, science, culture and communication are all taken into account within the planning and implementation of UN activities in Uzbekistan. UNESCO also raises the funds required for the promotion and implementation of its programme activities, in close cooperation with the National Commission for UNESCO in Uzbekistan, along with both local and international partners.
  • UNRRCA – The goal of the United Nations Regional Center for Preventive Diplomacy for Central Asia (UNRCCA) is to assist and support the governments of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan in building their conflict prevention capacities through enhancing dialogue, utilising confidence-building measures, and establishing genuine partnerships, in order to respond to existing threats and emerging challenges in the Central Asian region.
  • United Nations Information Office – The United Nations Information Office in Uzbekistan presents the work of the United Nations, both in Uzbekistan and around the globe, to national partner representatives, NGOs, the mass media and the general public. The United Nations Information Office maintains the roster of press and media contacts in Uzbekistan.
  • WHO – WHO plays a crucial role in strengthening the capacity of the Ministry of Health of Uzbekistan, specifically by improving the national system’s overall performance, by developing innovative policies, and by improving quality of care at various levels through the provision of technical assistance.
  • The World Bank – The World Bank’s mission in Uzbekistan is to improve the standard of living of the nation’s citizens. It provides the advice and financial support needed to enhance social services and to modernise the country’s infrastructure. The World Bank works with the government and people of Uzbekistan, sharing knowledge and development experiences from around the globe.
