This has been the first ever visit to Uzbekistan by any of the six UN High Commissioners for Human Rights, since the Office of the High Commissioner was established in 1993, just two years after Uzbekistan became independent, and one year after it became a member of the United Nations.

On behalf of the United Nations Development Programme, I would like to offer our sincere condolences, and extend our deepest sympathy to the people and the Government of Uzbekistan during this time of sorrow. The passing of His Excellency President Karimov, the long term leader of your country, will be felt deeply by the citizens of Uzbekistan. On September 1, 1991, the Republic of Uzbekistan became a sovereign nation and entered a new period in its history. This year Uzbekistan will celebrate 25 years of independence. In a relatively short period of time, the country has achieved important milestones in moving forward its socio-economic development through a process of gradual reforms.

Today, on December 9 the whole World is commemorating the International Anti-Corruption day. To mark this day, UNODC and UNDP have developed a joint international campaign “Break the corruption chain”, emphasizing that corruption is a major bottleneck to the progressive realization of sustainable development and protection of fundamental human rights and freedoms. Corruption undermines Governments’ ability to serve their people by corroding the rule of law, public institutions and trust in leaders. Corruption acts as a brake on development, denying millions of people around the world the prosperity, rights, services and employment, which they desperately need – and deserve.
