UNDP and national partners discussed measures to modernize the local governance system in Uzbekistan
The issues of improving the legal foundations of the local governance system, complex socio-economic development of regions, increasing responsibility and openness of local governance bodies and improving the quality of provided public services have been discussed on June 14 during an international scientific and practical conference "Modernization of Local Governance System: Foreign Experience and Reforms in Uzbekistan", organized by the Academy of Public Administration (APA) under the President of the Republic of Uzbekistan in cooperation with the United Nations Development Programme in Uzbekistan, with financial support of the British Embassy in Uzbekistan.
The effectiveness of the work of local government is a prerequisite for ensuring the progressive growth of the country's well-being and welfare of the population, realization of economic, social, political and other rights of citizens. As part of the implementation of the objectives of the Strategy for Actions for 2017-2021, the country faces challenges ahead of raising the living standards, ensuring social justice, and strengthening the role of the state in international arena. The fulfillment of new tasks in a rapidly changing society, economy and state institutions will require an appropriate modernization of the local government system.
The international conference is designed to develop ideas and directions for improving the system of local governance and regional development at a new stage of the country's development, considering both national experience and studying advanced foreign experience.
At the plenary session, several presentations were delivered at the intersection of the interdisciplinary approach.
The issues of ensuring the balance of regional economic development and environmental protection, progressive methods of state management and improving the system of rendering services in the regions, as well as expanding the revenue base of local budgets were highlighted.
Invited international experts made presentations on the importance of modernizing local governance through the introduction of innovative technologies, including the role of cadres in the development of regions based on the experience of the Czech Republic.
Representatives of the Oliy Majlis, ministries and agencies of the Republic of Uzbekistan, khokimiyats of the city of Tashkent, Tashkent, Jizzakh and Namangan regions, international organizations, national and foreign experts, as well as teachers of higher educational institutions discussed topical issues on improving the legislative framework and administrative reforms.
Participants also highlighted the urgent tasks identified in the Strategy of Actions for the five priority development directions of the Republic of Uzbekistan in 2017-2021 and exchanged their views on the drafts of the Concept of Administrative Reforms, the Law "On State Power in the Fields" in the new edition and "On the Civil Service" at the drafting stage.
At the end of the conference, participants developed proposals and recommendations on ways to improve the local governance system in the Republic of Uzbekistan.
