National Transparency Index Reveals Most Open Government Institutions in Uzbekistan

National Transparency Index of Uzbekistan published ranking of 47 government agencies on how open and transparent their activities are from the viewpoint of citizens as required by the Law on Transparency. The joint project of UNDP and Ministry for Development of Information Technologies and Communications on electronic government promotion supported the Public Transparency Council of Uzbekistan in developing the methodology to calculate the index and guidelines on transparency for government agencies.

The newly published ranking is led by the State Tax Committee, followed by Tashkent city khokimiyat, Central Bank, Ministry of Justice, and State Competition Committee. Among khokimiyats, Jizzakh and Namangan khokimiyats – UNDP pilot regions – were ranked 2nd and 3rd after the Tashkent city.

The National Transparency Index is a composite indicator evaluating the extent to which government institutions implement the legal requirements on ensuring openness and transparency. In particular, it measures organizational setup to promote openness (the role of agency heads and PR-services), efficiency of specific channels (website, information stands, data requests, etc.), as well as user satisfaction (via surveys).

The transparency index will be updated and published every six months. At the moment, only central government agencies and regional khokimiyats are covered by the monitoring. It is expected that later on regional administrative bodies and district khokimiyats will also undergo transparency assessment.

The Public Transparency Council of Uzbekistan was established by the Cabinet of Ministers Resolution #320 dated November 6, 2015. It is a coordinating, advisory body with an aim to facilitate openness in the activities of public administration bodies and to create a monitoring and evaluation framework to assess government transparency.
