UNDP supports sharing UK best practice in public service transformation

А training course on improvement of public services is being hosted at the Poytakht business center, with the participation of more than 30 representatives of ministries and agencies, «Electronic Government» system development Center, Chamber of Commerce and Industry of Uzbekistan, UNDP in Uzbekistan, British Embassy and Asian Development Bank.

The training course is organized by joint project "E-Government Promotion for Improved Public Service Delivery" between the Ministry for Development of Information Technologies and Communications and UNDP, with the support of the British Embassy in Uzbekistan.

The training enables participants to familiarize with the UK experience in e-government development, modern methods of optimizing public services, using the «Agile» methods in public service design. The “Agile” methodology aimed to minimize risks by reducing to develop the series of short iterations. The Great Britain ranked first in the United Nations E-Government Survey 2016, pioneering of the introduction of electronic public services.

Invited experts Daniel Lowe and Alex Torrance of the UK Government Digital Service (GDS) are sharing existing knowledge on the Digital Transformation Programme, through which UK has been leading the world in promoting e-government and transitioning to more accountable and innovative government.

The Government Digital Service (GDS) is a unit of the Her Majesty's Government's Cabinet Office tasked with transforming the provision of government digital services. So, the Digital Transformation Programme started in 2013 and managed in 400 days to transform 25 major services making them digital by default and simpler, clearer and faster to use. Also, the Online Service Standards were developed and adopted by the UK government for redesigning these digital services.

UK best practices can be useful for Uzbekistan in:

  • transition to flexible (agile) methodology of IT projects;
  • while taking into account the interests and needs of users while transforming services into electronic format;
  • considering requirements for financing IT projects;
  • considering a platform approach to building an e-government architecture.

At the end of the training course on March 17, the Round Table will be held on the theme "UK experience in e-services transformation", which will  sum up the results of the training, transferring British experience in Uzbekistan on e-services transformation and discuss further ways of cooperation.
