Uzbek Delegation Learns Best Practices on Economic Diplomacy in Singapore

The Joint project MFA/UNDP ‘National capacity development to enhance and effectively implement economic diplomacy policy’ organised a study tour to Singapore for members of the Interagency Working Group on Economic Diplomacy.

The study tour aimed to improve the knowledge and qualification of officials working in the sphere of economic diplomacy in Uzbekistan, through studying positive foreign experience, as well as gaining systemic knowledge for developing recommendations to enhance modern economic diplomacy of Uzbekistan.

The study tour participants included representatives of the Ministry of Foreign Affairs, Ministry of Foreign Economic relations, Investments and Trade, the Ministry of Economy, the Chamber of Trade and Industry, ‘Uzbektourism’ NC and the University of World Economy and Diplomacy.

Singapore is the best example of country which used economic diplomacy as a major instrument in its transformation from a low-resource trading centre in 1965 to a developed country and a thriving economy, with Asia’s highest per capita GDP. Singapore’s hallmark has been its long-term vision and thinking outside-the-box, its astute regional and trans-regional diplomacy, and its use of best practices in diplomacy and human resource management.

During their stay in Singapore, the Uzbekistan delegation was acquainted with the foreign economic policy of the Singapore and it’s mechanisms in coordinating economic diplomacy, the work of organisations involved in economic diplomacy, and the legal framework of economic diplomacy.

In particular, participants visited the offices of the Singapore Ministry of Foreign Affairs and Ministry of Trade and Industry; the Singapore Economic Development Board – a significant investment mobilization agency; the International Enterprise Singapore – the government agency driving Singapore’s external economy; The Singapore Business Federation – the business chamber that champions the interests of the Singapore business community in trade, investment and industrial relations; the Singapore Tourism Board – a leading economic development agency in tourism; the Singapore International Chamber of Commerce – the voice of international business in Singapore; the Lee Kuan Yew School of Public Policy - center for academic study and research in the areas of public policy and public management; Competition Commission Singapore and other organizations.

Each participant returned with necessary knowledge for improvement of work of his organization in the sphere of economic diplomacy, clear vision of allocation of responsibilities among ministries, as well as recommendations on improvement of work in the sphere of economic diplomacy in the country. In particular, participants of study tour, prepared number of proposals on improving investment sphere and trade development, as well as documents on mutual cooperation between Uzbekistan and Singapore.

The objective of the project is to assist Ministry of Foreign Affairs in preparation and implementation of a comprehensive program aimed at institutionalizing the economic diplomacy of the Republic of Uzbekistan, better promote economic interests and international standing in the international arena by assisting in coordinating various agencies which deal with economic diplomacy.
