NCHR and UNDP will assist in strengthening the capacities of national institutions on human rights in Uzbekistan
National Human Rights Centre (NHRC) and UNDP are launching a joint project “Support to implementation of Charter-based and Treaty Bodies recommendations in Uzbekistan”. This new initiative is aimed at enhancing the capacities of national institutions on human rights to effectively and transparently implement the recommendations of UN Charter-based and Treaty Bodies in accordance with Uzbekistan's international legal obligations in the field of human rights.
The joint project to enhance the capacity of national institutions on human rights started its activities in May 2018 and will continue until December 2021. The key areas of the Joint Project will be:
- Assistance to national partners in collaboration with OHCHR and regional organizations
- Support for monitoring the implementation of the recommendations from the Charter- based and the Human Rights Treaty Bodies
- The development of institutional capacity to implement the provisions of international human rights law
- The development of the capacity of national human rights institutions
The Project will also contribute to the implementation of the Action Strategy 2017-2021 of the Republic of Uzbekistan related to the drafting of new laws in compliance with the international human rights law, localisation of SDG No.16 on peace, justice and strong institutions, as well as Outcome 8 of UNDAF 2016-2020 on better protection of rights and freedoms of citizens.
Project activities will allow to enhance the forms and coordination functions of NHRC on informational, awareness raising, educational and printing activities on human rights and conducting research activities in this area. To raise the awareness of partners, project will conduct target research studies to identify the possible solutions for recommendations, including on the basis of the best foreign practices, and capacity development of key national institutions responsible for implementation of the UPR/Treaty Bodies recommendations.
The implementation of the project will enhance the role of NHRC in the enhancement of public policy on human rights, development of strategic documents on implementation of Constitution and law as well as further implementation of international human rights treaties, to which Uzbekistan is party to.
As part of its activities, the Joint Project will cooperate with the Legislative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan, the General Prosecutor's Office, the Constitutional Court, the Supreme Court, the Ministry of Foreign Affairs, the Ministry of Internal Affairs, the Ministry of Justice, the Ombudsman of the Oliy Majlis of the Uzbekistan, the Business Ombudsman, the Women's Committee of Uzbekistan, the Chamber of Advocates, and departments, as well as universities, civil society institutions and the media.
