Efforts underway for implementation of social services’ standardsSep 6, 2016
Training workshop dedicated to introduction of standards of social services for lonely elderly and people with disabilities was conducted in Tashkent. The seminar was organized by the Ministry of Health of the Republic of Uzbekistan with the assistance of the United Nations Development Program for management staff of social assistance units of regional and district healthcare associations of Tashkent city and Tashkent Region, staff of the National Center for Rehabilitation and Prosthetics and Ministry of Health of the Republic of Uzbekistan.
Standards of social services have been developed within the framework of the joint project of UNDP, Ministry of Labor and the Ministry of Health of the Republic of Uzbekistan in compliance with Resolution # 237 of the Cabinet of Ministers of the Republic of Uzbekistan dated by August 10, 2015 “About measures for further improvement of social security and support for the elderly and disabled people”.
The seminar was attended by over then 40 specialists in the field of social protection and assistance to vulnerable people and rehabilitation of disabled.
Seminar objectives were to introduce standards of social services to collected professionals and discussion of practical problems associated with implementation of social services.
Standards of social services sets state requirements to service providers ensuring quality of services, including service description, terms of provision, quality and performance indicators.
In the seminar it was particularly noted that, specialists of territorial health care system often have particular difficulties in identification of potential clients and needs assessment of lonely elderly people and people with disabilities as well as with development of individual programs of social services provision. Conducting such kind of seminars will help specialists to acquire knowledge on standards and develop skills of quality social service provision for lonely elderly and people with disabilities.
Seminar participants specifically noted that the quality of social services relates to coordination of the efforts of many organizations including local government institutions, healthcare system, financial management, pension
Participants were also introduced and discussed issues related to the need of citizens to prosthetic-orthopedic products, technical means of rehabilitation and wheel-chairs, as well as measures of the Decree of the President of the Republic of the Uzbekistan #4658 dated by 13.10.2014 “On measures of further improvement of social support for veterans of war and labor of 1941-1945’s” and issues of improvement of regulations relating to “Muruvvat” and “Sahovat” houses.
The seminar was organized with the use of interactive methodology. The participants actively discussed issues raised and concerns, as well as suggested immediate actions. At the end of this seminar participants were awarded participation certificates.
The seminar agreed on plan for monitoring the pilot implementation of standards of social services for lonely elderly and PWDs. As a part of the monitoring, joint workshops in the departments of social assistance under healthcare associations of Zangiota district of Tashkent region and Mirabad district of Tashkent city were planned with the support of UNDP. After monitoring exercises updated standards will be submitted to the Ministry of Health of the Republic of Uzbekistan for formal approval and wider dissemination.
