Introducing Long Distance Education

The Training Centre of the Ministry of Finance has continued to introduce innovative technologies into its educational process, by conducting a course for training centre staff on methods of providing distance training and improving the skills of public financial management specialists.

Starting on the 20th of May 2013, the Training of Trainers course was attended by staff and teachers who in addition to studying through a core curriculum also became acquainted with the Training Centre’s new internet portal. The portal features several of the key tools used in long-distance training, including interactive lectures, video and audio materials, online tests, case study problems and presentations.

Mr. Dadajon Sayfurov, a representative of the ‘Inter Media Technologies’ company, said that during the training program the attending teachers will learn the advantages and disadvantages of distance learning, will study different approaches to the technique, and will gain the theoretical and practical skills needed to develop interactive teaching modules and learning materials. 

“IT experts will demonstrate to the centre’s teachers how to prepare content and multimedia components, in order to create online training courses,” Mr. Sayfurov said. “Teachers will have an opportunity to get acquainted with the principles and methods of assessing knowledge and creating test questions, while example interactive training modules will be presented.”

The training represents one of the UNDP ‘Budget System Reform in Uzbekistan’ project’s several initiatives undertaken to introduce long-distance communications and training systems into Uzbekistan’s public finance system. Last year UNDP offered assistance in piloting the POLYCOM HDX video conferencing system, which linked three regional offices of the Ministry of Finance in the Khorezm, Samarkand and Andijan regions. 

The conferencing system allowed for the full live broadcast of a training on public procurement as conducted by international experts from regional departments of the Ministry of Finance. During the training financial experts in the Khorezm, Samarkand and Andijan regions were able to ask questions regarding key issues, and get answers from international experts. 

It should be noted that currently, with the help of video conferencing, it is possible to open communication channels not only with other cities in Uzbekistan but also with other countries. In the future it will be possible to attract highly-qualified international experts as lecturers with no extra costs.  

The training of trainers event held at the Training Centre of the Ministry of Finance was featured during the ‘Davr’ TV news program of the National Teleradiocompany of Uzbekistan on the 22nd of May, at 7pm and 10pm. Radio news reports about the event were broadcast on the ‘Poytaxt’, ‘Tashkent’ and ‘Axborot’ stations. 

The UNDP ‘Budget System Reform in Uzbekistan’ project and the Training Centre under the Ministry of Finance of the Republic of Uzbekistan organised the training. Leading IT specialists in the areas of distance learning and education were invited to the event as lecturers.
