    Functional review as a tool for organizational change

    It is fundamental that government institutions provide quality public services to their citizens. To ensure this, the ministries must have clearly defined roles and responsibilities, qualified staff with relevant functions, budget and availability of assessing the services offered. In an effort to provide best international experience and assist the Ministry of Labour and Social Protection of the Republic of Uzbekistan to better respond to citizens’ needs, United Nations Development Programme in Uzbekistan invited Mr. Nenad Rava.

    Effective parliamentary control – a key element of democracy

    The President of the Republic of Uzbekistan Islam Karimov in his statement at joint session of the Legislative Chamber and Senate of Oliy Majlis of the Republic of Uzbekistan on January 23, 2015 emphasized that the work of both houses of the Parliament should be built on a qualitatively new basis on the conduct of parliamentary control of the activities of government bodies, unconditional execution of passed laws, and the most important national programs of socio-economic and socio-political development.

    Towards E-government and E-participation development

    On 27 April – 1 May 2015, international experts from the United Nations Department for Economic and Social Affairs (UN-DESA) Mr. Richard Kerby and Mr. Vyacheslav Cherkasov, senior advisors on e-government and public administration, will be visiting Uzbekistan. They will meet with high-level officials from key ministries and agencies in order to discuss emerging e-government trends, innovative practices, as well as challenges and opportunities of e-government development. The experts will also conduct a workshop training to raise capacity of government officials to implement, monitor and evaluate policies pertaining to e- government and e- participation development.

    Analytic Report on Enhancing the Activity of Local Kengashes of People’s Deputies Published

    The Analytic report was developed by UNDP Local Governance Support Project/Phase-2 with involvement of experts from the Academy of Public Administration under the President of the Republic of Uzbekistan. The report aims at studying the urgent issues in the activities of Kengashes of people’s deputies within the current institutional framework and identifying areas for further improvement of their activities.

    Strengthening Partnerships to Prevent Corruption

    On Tuesday the 9th of December, an Open Door event was held in recognition of ‘International Anti-Corruption Day’ at the General Prosecutor’s Hall in Tashkent. The event was organised jointly by the United Nations Development Programme and the United Nations Office on Drugs and Crime, to recognise the importance of the UN Convention against Corruption as adopted on the 14th of December 2005. Attended by representatives of UN agencies, international and national partners, and academia, it served to strengthen national partnership for making prevention of corruption a priority for the 2016-2020 United Nations Development Assistance Framework for Uzbekistan.

    RIA implementation discussed

    UNDP Uzbekistan jointly with the Institute for Monitoring of Current Legislation (IMCL) under the President of the Republic of Uzbekistan held the workshop that discussed the mechanisms and principles of regulatory impact assessment (RIA) and measures on its further implementation in Uzbekistan. The event was moderated by Dr. Lorenzo Allio, Director of Allio/Rodrigo Consulting (Switzerland) and the senior analyst of the European Risk Forum (Belgium).

    Establishing Stronger Partnership in Rule of Law

    On the 24th of September, 2014, an official meeting between the UN Resident Coordinator and UNDP Resident Representative, and the Chairperson of Supreme Court of the Republic of Uzbekistan, took place at the Supreme Court of the Republic of Uzbekistan.
