The work of UNDP in Uzbekistan is made possible by the personnel, financial, and professional commitments of its international and national partners. UNDP in Uzbekistan actively engages in an array of development partnerships with all stakeholders, both national and international, working together in all phases of the development cycle from programme design, implementation, review and revision, to lessons learned and best practices.
UNDP, as a development partner of the Government of the Republic of Uzbekistan, works to support the achievement of the national Millennium Development Goals. UNDP in Uzbekistan supports the Government of Uzbekistan in its efforts to improve the lives of the people of Uzbekistan through a participatory process of awareness raising, technical support, policy expertise and the coordination and implementation of initiatives that support the Government's national priorities.
Uzbekistan, as a lower middle-income country (MIC), is an important part of the developing Central Asian economic community and an emerging partner in international development assistance in Central Asia and around the world. UNDP has worked with its partners to assist Uzbekistan in its economic development (such as in the enhancement of innovative economy), in meeting its MDG targets, in promoting democratic governance, and in preserving the environment while combating global climate change.
UNDP is also active in its engagement with civil society, including NGOs, community-based organisations, Uzbekistan's robust academic community, and national and international media. Through many of its programmes, UNDP also works with the private sector in support of public-private partnerships.
Outreach and cooperation also extend to the international community. This cooperation includes various UN Agencies, as well as donors and other multilateral and bilateral development organisations operating in Uzbekistan. UNDP also enjoys various forms of technical and financial cooperation with international NGOs and foundations.
The Asian Development Bank (ADB) - In 2011, in cooperation with UNDP, the Asian Development Bank improved the capacity of Ministry of Finance experts in the budgeting, public procurement and finance fields. It has also worked to support entrepreneurship among rural women.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) - Since 2007 GIZ has collaborated continuously with UNDP in financing trainings/seminars for government employees in the microfinance, energy and environment areas, and has collaborated with the initiative on ‘Promoting Accessibility, Civic Consciousness, Employment and Social Support for people with disabilities’.
The EU Delegation in Uzbekistan - EU Delegation in Uzbekistanhas worked extensively with UNDP in Uzbekistan since 2004, and is one of its most significant contributors. The EU Delegation in Uzbekistan has supported initiatives including those within the long-term ‘Enhancement of Living Standards/Area Based Development Programme’, and within the ‘Border Management Programme in Central Asia’. The EC is also funded UNDP Uzbekistan’s Disaster Risk Management initiativesю. In partnership with EU, UNDP and the Ministry of Agriculture and Water Resources implements a joint project on Sustainable Management of Water Resources in rural areas in Uzbekistan: Technical Capacity Building (Component 2)
‘Flora & Fauna International’ -A memorandum of understanding was signed between UNDP and the ‘Flora & Fauna International’ NGO in 2011, to support the activities of the ‘Mainstreaming Biodiversity into Oil-and-Gas Policies and Operation’ project, and to exchange information regarding biodiversity conservation.
The Embassy of Germany in Tashkent - The Government of the Federal Republic of Germany, represented by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, supported the project ‘Capacity Development for Radioactive Waste Management and Early Warning System in the Ferghana Valley’.
The Embassy of Israel in Tashkent / MASHAV - Since 2008, MASHAV has cooperated with UNDP by supporting trainings and seminars regarding energy and environmental matters. It also supported the ‘Sustainable Land Management’ project, signed a Memorandum of Understanding with the UN Joint Programme ‘Sustaining Livelihoods Affected by the Aral Sea Disaster’, and has supported the development of better livestock management. It has also supported the national development of renewable energy, and the use of biogas technologies and energy efficient greenhouses.
The Japan International Cooperation Agency (JICA) - JICA has provided extensive support to UNDP, particularly to the ‘Improvement of Conditions for Development of Private Businesses’ project from 2005 to 2008, to the ‘Promoting Accessibility, Civic Consciousness, Employment and Social Support for People with Disabilities’ project from 2008 to 2010, and to the ‘Inclusive Employment and Social Partnership’ project from 2012 to 2013.
The Korea International Cooperation Agency (KOICA)/South Korea - In 2011, South Korea provided a senior expert from the Global Green Growth Institute to support national preparations of the Republic of Uzbekistan for the Rio+20 Summit. Best practices/lessons learnt were shared by the Institute regarding new paths for sustainable development and green growth.
Medecins Sans Frontieres (MSF) - From 2009 to 2011, MSF collaborated with UNDP within the framework of the UNDP/UNV project ‘Empowering Communities through Local Volunteerism to Address Poverty and Tuberculosis in Karakalpakstan’.
The Michael Succow Foundation - The Michael Succow Foundation has organised a study tour for members of the Government of Uzbekistan to review best practices in managing protected areas, and has supported the establishment of an information centre of the Surkhan Strict Nature Reserve, to raise awareness of the need for nature protection and environmental conservation.
OSCE - In 2007, OSCE supported study tours on money laundering, Value Added Tax, and computerisation and taxation, while in 2008 it supported four round tables on tax consulting, international taxation, risk analysis and off-site control. In 2012 it supported a joint study tour to the Ministry of Emergency Situations (MES) of the Russian Federation, organised for six high level government officials in the area of Disaster Risk Management.
The Russian Embassy in Tashkent - The Government of the Russian Federation has cooperated with UNDP Uzbekistan in the field of disaster risk reduction. A study tour has been conducted to the Ministry of the Russian Federation for Emergency Situations, serving as a platform for information and knowledge sharing regarding disaster risk reduction.
The Swiss Embassy in Tashkent / The Swiss Agency for Development and Cooperation - In 2002 the Swiss Agency for Development and Cooperation supported the drought component of the UNDP Development Support Services Programme, in 2008 it supported the Legislative and Institutional Capacity Development for Women’s Empowerment project, and in 2010 it supported the GEF Small Grants Programme to renovate the botanical garden greenhouse at the Samarkand State University.
The Turkish Embassy in Tashkent / The Turkish International Cooperation and Development Agency (TIKA) - UNDP has had a long history of partnership with TIKA. TIKA experts participated in the national Special Olympics from 2004 to 2007, in building the training and research capacity of the Higher School of Business from 2005 to 2009, and in the ‘Enhancement of Living Standards’ programme from 2008 to 2011. In 2009 TIKA provided TB equipment to Primary Health Care Centres in Karakalpakstan, supported initiatives regarding Public Private Partnership in 2011, supported public procurement initiatives in 2012, and supported the ‘Business Forum’ project in 2010 and 2012. TIKA funded a study tour for key national partner representatives to learn from the nation’s experience in water management and land reclamation.
The UK Embassy in Tashkent / The UK Government - The UK Embassy in Tashkent supported the Special Olympics Central Asian Games in 2004 and the conservation of Tugai forests and the Amudarya Delta of Karakalpakstan in 2007, financed a visit by a British expert in technology transfer and technology commercialisation in 2011, and cooperated with the ‘Social Innovation and Volunteerism’ project in 2013.
USAID - UNDP has conducted initiatives with US-led NGOs in the access to information, youth develop, business education and social protection fields from 2005 to 2010. USAID has supported the ‘Land Reclamation Fund’ project in 2010, has supported the ‘Business Forum in Uzbekistan’ and ‘Aid for Trade’ projects in 2012, and has become a partner for cooperation within the BOMCA-lead Cooperation and Coordination Platform.
World Bank - The World Bank has cooperated with UNDP in a number of fields. In the HIV/AIDS prevention and treatment field, the World Bank has collaborated with UNDP within the ‘Long-term joint capacity building for AIDS control in Central Asia’ project. It has also supported communities through the ‘Enhancement of Living Standards’ programme, and has joined UNDP in supporting reforms within public procurement. UNDP has joined the WB initiative to support the equipping of rural health clinics with renewable energy sources.
The World Wide Fund (WWF) - In 2010 WWF funded conservation works to restore the disappearing Bukharan deer population of the Amudarya area, through the ‘Conservation of Tugai Forests and Strengthening Protected Areas System in the Amudarya Delta of Karakalpakstan’ project.
Sasol Synfuels International (SSI) Company – Since 2013 Sasol has contributed to and expanding inclusive business initiatives promoted by UNDP, as well as in communications and awareness-raising initiatives.
The Coca-Cola Company - The Coca-Cola company has supported the ‘Every Drop Matters’ initiative, and assisted in the development of a sustainable model of safe drinking water supply and sanitation (WSS) system in the Kanal-Yoqa pilot village of the Samarkand region.
The ‘Kapital Sugurta’ Insurance Company - In 2012 the ‘Kapital Sugurta’ insurance company has supported UNDP’s awareness raising campaign regarding disaster risk reduction, and ensuring Uzbekistan’s population behaves correctly during earthquakes.
