Uzbekistan Aid Effectiveness Project

Project Goal


The overall objective of the project is to improve the effectiveness of aid flowing into Uzbekistan in the long-term, and to strengthen the capacities of relevant Government institutions in better coordinating, managing and mobilising external resources at country and sector levels.  In particular, the objective of the project is to set up mechanisms, systems, policy guidelines and government procedures regulating the delivery, analysis and implementation of externally funded programs and projects. These programs and projects will work towards enhanced the ownership of results, harmonisation and alignment, results orientation and accountability of external aid. It will also customise the best international practices and solutions in aid coordination and management.

Expected Results


  • The development and implementation of a Partnership Agreement between the Government and Development Partners. The agreement will provide a framework for joint work towards improving aid coordination and effectiveness, as well as systems and mechanisms in place, including institutional and human resources capacity. This will help to coordinate and regulate aid flows in Uzbekistan. This will be achieved through improved aid architecture, the introduction of a results framework and customisation of aid effectiveness indicators and respective assessment processes;
  • Improvement of aid effectiveness at a sector level, though enhanced capacity in the formulation and management of project portfolios, as well as the better prioritisation and improvement of results based orientation;
  • Establish an Aid Information Management System in line with international standards, to allow recording, financial and thematic tracking, the results monitoring of projects and programs, and the transparent sharing of aid-related information. The AIMS will be hosted and administered by the Ministry of Finance’s aid coordination department.
