This policy brief provides a critical analysis of the current status of road construction and operation in Uzbekistan, exploring private sector involvement in this industry, and recommending a set of legal and regulatory measures designed to enhance such participation. A public-private partnership mechanism has been recommended as a potential model in this regard, which has been widely used in many countries to attract private funds and to meet growing demand for infrastructure investments into the road construction industry.
