Toolkit for Parliamentarians on Human Development

This publication serves to raise the awareness of both the Legislative chamber’s deputies, and the Senators of the Oliy Majlis of the Republic of Uzbekistan, in regards to the relevance of the human development paradigm to the three core functions of parliament. These functions include law-making, representation and over-sight.


The toolkit is enriched with international experience, and serves to enhance the attributes of parliamentarians by providing them with an understanding that people should be considered the end focus of social development, and should be considered the real wealth of a nation.


The publication calls for parliamentarians to perform their everyday duties with the purpose of meeting the needs of every citizen of the Republic of Uzbekistan, of observing people’s rights to decent healthcare and education, and of creating an environment that enables people to exercise their creativity and productivity. It also calls on parliamentarians to help expand people’s active civic participation, choices and freedoms, to provide people with the right to fulfil their capabilities and potential, and to safeguard the human security of current and future generations.
