This report on functional analysis and capacity assessment (FRCA) was developed to identify critical functional and qualitative shortcomings that need to be addressed in the process of improving the public services provision system in Uzbekistan. The report also presents the results of analysis of an environment that is favorable for decentralization in the country, as well as functional roles, structures and relationships between the providers of public services (executive bodies), as well as the interaction with the public and stakeholders (right holders), who should benefit from these services.
