This manual provides guidelines for home care service provision for lonely elderly persons and persons with disabilities. It covers organizational, professional, ethical and practical issues of social assistance at home,one of the aspects of social services. The manual includes practical recommendations on the organization of effective communication with clients of personal assistants, the safety of workers and other issues.

The manual is intended for employees of Home care services, heads of the Centers for promotion ofemployment and social protection of the population, teachers and students of departments and faculties of social protection, sociology, psychology, as well as anyone interested in the practice of social support.

The manual was developed within joint project of the Ministry of Labour and Social Security and the United Nations Development Programme "Inclusive Employment and Social Partnership" in close collaboration with the staff of the Ministry and the National University of Uzbekistan.
