The three analytical reports were developed by international consultant Mr. Yuri Misnikov, who was recruited by the UNDP Local Governance Support Project to share his expertise in e-Government, and to provide policy advice on strengthening on-going reforms within the e-Governance development system for the state administration of Uzbekistan.

The reports include 1) an assessment of Uzbekistan’s e-Governance system, 2) the outcomes of the field trip mission to Tashkent and Djizak undertaken to review the current state of e-services and e-document flow management infrastructure, and 3) recommendations regarding a transition to a paperless document management system in local governments and the creation of an enabling framework at a policy level that meets technical standards.
