    The right to petition one’s government for redress of grievances is the right to make a complaint or request of government without fear of punishment or reprisals. This right has been enshrined in law for decades. The central question addressed by the study is who, how, and by what processes, mechanisms, capacities and organizational infrastructures should the courts and justices system of Republic of Uzbekistan respond to petitions in compliance with the Petitions Law. The overarching answer to this central question is fundamental conclusion and recommendation drawn from the study.
